Maybe Jacob is a manifestation of an alternate Locke personality? And Ben shot him to prevent Locke from figuring that out? It's not too terribly far-fetched; people seem to manifest things from their past on the island (Jack's dad, Kate's black horse, Ben's mom...). Maybe Ben is smarter than we think and has figured all this out. Who knows?

No, it's not Locke's hair. if you look closely that is a hood from a cape. Notice in the latest episode where Locke is in the beach he is talking to the survivors of the new plane crash (315?) notice the cape he wears.
